The international language, English is the key to understand the culture of other countries. This develops graduates to respect cultural diversity, to care for the environment and to desire to contribute to the general welfare of the society, hence, achieving the school’s mission. Furthermore, having an effective English Speaking Policy also produces graduates that are competent with other countries, students will be able to communicate and adapt to their communities. Being able to communicate with other people from other countries establish good relationships.
For instance, not everyone can speak in their native language especially when one is in a foreign country. As English is the international language, if one who knows the basics on how to speak the said language has an advantage, what more could a person with a proficient English skill do? The person can definitely relate and connect to other people with relative ease thus, what the Technological Institute of the Philippines, Guenon City aims for. That is, to have students speaking English fluently and effectively connecting with other people, creating respect towards cultural diversity.
Speaking English fluently also increases the chances in landing on a better employment. Employers are greatly impressed if the person applying has confidence in speaking the language. Building confidence and good communication skills are also the schools mission. As students of TIP SQ, we would be able to know whether our school is providing enough programs to justify its mission, to produce students with good communication global citizen values and are competent with other countries by identifying the school’s effectiveness on the English Speaking Policy.
Statement of the Problem Despite the implementation of the English Speaking Policy on the school premises, there are students still ignoring it. Why are they ignoring the said policy? The study will go through the different factors affecting the students in the way they respond to the implementation of the policy, as well as through he point of view of the students. Specifically, it sought to answer the following questions: 1.
What do the students perceive of the English Speaking Policy? 2. Is the policy important for the students? 3. What are the benefits in following the policy? 4. Will the policy provide the students with good communication skills and global citizen values? In general, the study will determine the effectiveness of English Speaking Policy in the Technological Institute of the Philippines, Guenon City Campus.
The research will awaken the students in the proper use of the policy and owe it will affect their language efficiency especially their communication skills; this study also aims to educate not only the students but also the teaching and Nan-teaching employees Of the campus to observe the proper implementation of the said policy that will lead to the fulfillment of the new TIP mission which is to produce competent students in their field of expertise that they choose with corresponding excellence in communication.
Providing, a quality education and progress not only for the society but also for economic and educational organizations that develop projects to bring the iratest amount of learning. The specific purposes of the study are the following: 1 . For the respondents, to learn and know the very well root cause of the problem on the declining language proficiency of the students. 2. For the parents of the students, to be informed and be guided on the effectiveness of the school’s implementation of the policy in developing their children’s skills. 3.
For the teaching and non-teaching employees, to be aware of the present condition of the students concerning their communication skills and how to expand it. 4. For the researchers, to present the facts and reality on the effectiveness of the English speaking policy and how it can affect one and all. It is in the researchers’ knowledge, that the Technological Institute of The Philippines (SQ) encourages the students to gain proficiency in English especially because of the many benefits that a student will achieve from it – and thus implementing the English-speaking Policy within the college premises.
The TIP-SQ, as we all know, has a lot of accreditations. The English- Speaking policy is just one of the many requirements in attaining so. In fact, we see a lot of signs posted- just outside the Study Area (think English, Speak English”), in bulletins, and faculties for instance- mostly indicating why or what is the good of having this policy. The intention Of such a policy is to encourage the students to become fluent in English-? not just in class but when you order food, when you make plans to go out, when you try to use public transportation, or when you need to get a haircut.
It is in students’ interest to be able to speak the language at other times too. This study mainly focuses on the effectiveness of having such policy in the TIP, SQ. The significance of the study is especially to let the students be informed and be ware of its effectiveness – and if it is currently being followed by the students. It is important for them to understand this study so that they will be involved, be able to think of resolutions to the problems regarding this study, and make them come to real life.
Students need to realize well that this is not just the benefit of the school but more importantly of them, and it is by gaining the ability to reach higher levels of occupational and educational attainment. This study will also serve as a reference for future researchers who are conducting similar studies. This study will provide a statistics on the effectiveness of the English Speaking Policy on the students of the Technological Institute of the Philippines, Guenon City.
This study will assist on assuring the competence of the future graduates of the Technological Institute of the Philippines, Guenon City in practicing the English Speaking Policy. This study is conducted to determine the level or ability of the English Speaking Policy in the Technological Institute of the Philippines, Guenon City Campus as perceived by selected first year students for the school year 2013-2014, their techniques or strategies and propose solutions to speak English effectively.
The researchers chose to conduct the study on the first year students for it is the year to start in molding the students in practicing English speaking. By conducting surveys, the researchers will determine the perception of the students on the policy. Thus giving the researchers information needed to accomplish the study. CHAPTER II REVIEW OF RELATED LITERATURE AND STUDIES English language has been considered as international language for most countries use English as their medium of instruction and communication.
Filipinos were introduced to the English language in 1 762 by British invaders, tot Americans and the implementation of English language as the media of instructions starts with the language provision in the 1 987 constitution of Republic of the Philippines which are embodied in Article XIV, sec 6 and 7 provided the legal basis for the various language policies that are being implemented in the country. (Portals, 201 0) “English-medium education began in the Philippines in 1 901 after the arrival of some 540 US teachers.
English was made the language of education and as its use extended it became indigene through the inclusion of vocabulary from local languages, he adaptation of English words to local needs, and modifications in pronunciation and grammar. English was also adopted for newspapers and magazines, the media, and literary writing. ” (Mac Arthur, 2002) Being proficient in English language may lead to doors of opportunity and success. That’s why some of the people are buying and reading English newspapers, books or any texts to improve their English proficiency.
With this, we must master our English in schools, workplaces as well as in communication as part of our drive for global competitiveness. (Dotcom, 2010) Solute (2010), in her article entitled Pursuing English Language Proficiency Among Filipino Students, supposed that Learning English aims at helping students use the language effectively for real life purposes. Students need to use English to become functional in professional, academic and social settings. There are various ways that we could take in order to pursue the improvement of our students English language proficiency.
One way is to encourage students to speak the language regularly especially within the school premises. Schools have been promoting the ‘English Speaking Campaign’ or policies wherein students are obliged to speak in English whenever they are inside the classroom. There are many things that would come out in our minds when we hear or talk about academic literacy. According to D. ] Short and S. Optimizations, “It includes a person’s ability in reading, writing, and oral discourse for school; and this requires knowledge of multiple genres of texts, purposes for text use, and text media.
This literacy is influenced by students’ literacy in contexts outside the school; and by students’ personal, social, and cultural experiences. ” Academic literacy is big issue that is to be faced by both hillier, and especially by adolescent English language learners. Although there are a lot or researches that are focused on the solutions for such challenge, the still remain elusive because of the variation of the language acquisition and levels of the learners. Accordingly, there’s a recent government study that shows only seven (7) percent of high school graduates can properly read, speak or understand English, and poorly trained teachers are partly blame. Education is a key to success. Learning English is a means towards other personal and social goals.
The students’ goals may relate to personal dreams of traveling to English speaking countries and experiencing these other cultures. For others, the goals may relate to qualifying for certain jobs or for professional advancement. For many students, acquiring English language skills is a means towards improving thee learning in the various subjects in school.
