The Indigenous Australian society is undergoing a powerful hostility under which we find that these people face a high rate poor health conditions.
They are said to be suffering from the following diseases; heart, respiratory, kidney, mental and behavioral disorders.According to research, we find that the expenditure of the indigenous Australians on health services in the year 2001 to the year 2002 was 18 percent higher than that of the non- indigenous Australians. This has led to many organizations including the Australian Medical Association that have come up with plans to improve the health care provision, improving the housing, and also providing employment opportunities to the indigenous Australians.
This program will allow one to carry out research in the health sector and provide solutions to improve the quality, efficiency and relevance of the health services and how these services are offered in Australia. It also carries out research to determine the availability of the health services and analyze their value and affordability. The research will be carried out in association with other organization through cooperation.
The research findings will be given to the health department which will be under an obligation to design and enact relevant policies that will enhance the easy delivery of the health services.Through this program the health sector policies will be impacted greatly, such that they will make decisions basing on the information collected by the agency, which helps the sector to make decisions based on investigations that makes it possible to provide quality and better health services. The indigenous Australians are reported to be facing a health crisis compared to the other Australians. According to the Indigenous Health Rights Action Kit, this health problem emerges as a result of socio-economic factors including poor nutrition, housing and poverty, lack of education, racial discrimination. (Baum, 1998)Human resource or workforce in any organization including health organizations in the indigenous Australian society are the most significant resource because they are responsible for coordination of all day to day activities within that particular organization.Their primary purpose is to ensure that they carry out their duties effectively and efficiently in order to meet the patients’ needs and thus achieve the main objective of the health organization. In this contemporary world employees within health organizations globally are faced with issues which affect their productivity.
The main issue in the health sector in Australia is that of lack of commitment which is normally occasioned by many factors in the workplace. For example poor pay, lack of good motivational structures, lack of available modern facilities and poor management among other issues are major contributors to lack of commitment and increase in labor turn-over rate within the health sector. (Armstrong and Carlopio, 2005)To solve this problem of lack of commitment this programme calls for the entire management of the health organizations in this of the indigenous Australian Health Care to come up with programs that will solve such challenges without affecting the productivity of the organization. Therefore good leadership skills need to be employed in order to cope with the ever changing business environment thus health organizations need to utilize charismatic leaders who are team players and result oriented.More so, it is worth noting that health organizations are faced with certain risks that may hinder the attainment of there goals and the management should formulate strategies that will contain the risk inherent in their day to day activities in order to ensure efficiency and effectiveness thus profitability which is the fundamental goal of any organization. (McDermott and Scrimgeour, 1998)DiscussionMeasuring and monitoring implementation and performanceThe basic issue that this health sector in this society faces is that of lack of commitment by the existing workforce to carry out their duties.
This comes as a result of diverse factors that include poor salary structure, bad communication skills within the organization, poor managerial activities, lack of enough workforces within the health organization thus current one feel they are being overworked, overall poor motivational structures, bad working conditions, lack of training programs in order for the existing workforce to cope with the advancements brought about by globalization among other issues. In order to solve this problem it will require a long-term strategy or plan of action that will yield good results in the future that is it will ensure that the workforce of the quality management for health service program will be committed to their duties. The plan adopted will be that of leadership and workforce management strategy whereby senior managers in collaboration with middle and operating managers work together especially in decision making process.Good leaders in particular the Australian health care sector managers should lead by example and act as role models of the entire workforce of the health care centre. Research indicates that effective and efficient results can only be achieved through good direction by the managers involved. (Hawe and Degeling, 1990)The main purpose of the program is the management of health care services is that of good leadership and entire workforce management is to solve the predicaments that the employees in Australian HealthCare service delivery centers face during the ordinary course of their duties in this health organization.
The program will provide direction to the entire management and the employees of the health centre on how they will meet the needs of their customers in this particular case, patients who want to be attended to.Since businesses including hospitals and pharmaceuticals strive to increase their profitability, for example attracting patients through provision of quality health services, it will be of great importance for this health organization to utilize leadership styles such as democratic style which allows employees to be part of decision process thus achieving the set goals. However, through this action plan the management of health sector should adopt an approach of “Helicopter style” whereby the senior, middle and lower level managers provide the required direction and then distance themselves by leaving the employees to accomplish the set goals.Through this helicopter approach they need only to intervene when necessary and they should avoid too much control but rather provide an advantageous environment that is required in the working place. (Gabel and Strunk, 2002)Structure and Resources in the health sectorThis program will also entails a lot of activities for it to be a success and thus assist in meeting the objectives of the quality health services management for Indigenous Australian Society training programs for the existing managers and the new ones should be carried out in order to equip them with good leadership skills that will make them carry on their duties efficiently thus motivating the entire workforce of the health centre and in the process become committed to their work. The first action to take will be that of Chief Executive Officer together with relevant authorities and the workforce to determine the best compensation perks that will motivate the employees. It will be sensible for the management of this health organization to adopt performance contract whereby the employees will be paid commensurate with their work.
In this way the employees will be more committed and therefore substantial resources will be required because the employees will double their efforts which in long-term will increase productivity of the health organization. (Egger and Lawson, 1990)One of the objectives of this program is to ensure that medical resources are redistributed to people who cannot easily purchase them. In achieving this, the health sector in Australia uses various instruments of policies like regulation, taxation and expenditures. In this objective the government taxes people who are in high incomes. This program will enable the lowering of the cost of medical services to the people who have low income in Australia.
These people who have low incomes will be enabled to purchase at prices which are lower than the normal price in the market. This will be implemented by imposition of a ‘cost’ on a group of people especially high income earners. In redistribution the low income earners benefit at the expense of the high income earners.
This is unlike what happens in efficiency objective. (Ebrahim and Ranken, 1988)
